The CareShield Life Council has been appointed from 1 April 2020 to oversee and advise on the administration and sustainability of both the CareShield Life (CSHL) and ElderShield (ESH) schemes. The Council comprises 14 members from a variety of fields, such as accountancy, actuarial science, investment, medicine, law, union, and government. This enables the Council to benefit from the diverse range of expertise and experiences of the members..
The Council’s Terms of Reference are to:
- Make recommendations on policy and scheme parameters, including premium and benefit adjustments, to ensure that the CSHL and ESH schemes provide effective protection in an affordable and sustainable manner;
- Review the administration of the CSHL and ESH schemes; and
- Advise on matters related to the investment of the CSHL and ESH Insurance Fund (CEIF), and other matters as the Minister for Health may direct.
The CareShield Life Council comprises 14 members. They are:
Ms Jeanette Wong
Chairman, CareShield Life Council Board Member, UBS Group AG Board Member at various corporations
Ms Jeanette Wong sits on the Boards of UBS Group AG, Prudential plc, Singapore Airlines Ltd, PSA International, Jurong Town Corporation and the Board of Trustees of the National University of Singapore. She is a member of the Securities Industry Council and the chair of NUS Business School. Prior to her retirement from DBS in March 2019, Ms Wong was the DBS Group Executive responsible for the Institutional Banking Group and also a Director of DBS Bank (China) and the Chair of DBS Bank (Taiwan). She was previously the Chief Financial Officer of DBS Group between 2003 to 2008. Before joining DBS Bank, Ms Wong was at JP Morgan from 1986 to 2003 and was JP Morgan’s Singapore head from 1997 to 2003.

Mrs Chng Sok Hui Mrs Chng Sok Hui is the Chief Financial Officer of DBS Group and Board member of DBS Bank India. She also serves on the Boards of the Singapore Exchange Limited and Changi Airport Group. She is a member of the International Women’s Forum (Singapore). Mrs Chng is a Chartered Financial Analyst, a Certified Financial Risk Manager, an Institute of Banking and Finance Distinguished Fellow and a Fellow Chartered Accountant of Singapore. She was previously the Managing Director and Head of Risk Management at DBS Group until 2008 and was a Board member of the Inland Revenue Authority of Singapore and the Housing Development Board and for 10 years, as the Supervisor of the Board of DBS Bank(China) Limited. |

Ms Chia Yong Yong Ms Chia Yong Yong is a practising lawyer since 1986, currently a consultant at Foo Kwok LLC. She is a board member of the Housing and Development Board, advisor to SPD’s Board of Management, having served on its Board of Management( 2004-2020) and as its President (2008-2020), member of the EMP2030 Taskforce on Developing New Community Living Models for Persons with Disabilities and a Social Service Fellow. She co-chaired the 3rd Enabling Master Plan Implementation Workgroup on “Promoting Independent Living through Design and Technology” and was a Board member (2014-2022) of SG Enable. Ms Chia served as a two-term Nominated Member of Parliament from 2014 to 2018 and was the first wheelchair-user Member of Parliament. She was a member of the steering committee of Committee on the Future Economy, the steering committee of the 3rd Enabling Masterplan, and the Compulsory Education Advisory Panel. She was awarded the Bintang Bakti Masyarakat (Public Service Star) in 2018, Pingat Bakti Masyarakat (Public Service Medal) in 2013, and the President’s Social Service Award (Individual Category) in 2011 for her voluntary contributions made to the social service sector. |

Mr Colin Pakshong Mr Colin Pakshong is an independent consulting actuary and a board member of various insurance companies, including Etiqa Insurance in Singapore. He was CEO of Tokio Marine Asia Life and has lectured at Nanyang Technological University and National University of Singapore, and run training courses for Monetary Authority of Singapore. Mr Pakshong has served on the Council of the Singapore Actuarial Society and was a member of the CPF Advisory Panel. |

A/Prof Daniel Fung Dr Daniel Fung is a child and adolescent psychiatrist and also the CEO of the Institute of Mental Health in Singapore. He is an Adjunct Associate Professor at all 3 Singapore medical schools. Dr Fung is the President of the International Association for Child and Adolescent Psychiatry and Allied Professions (IACAPAP) (2018-2022) and President of the College of Psychiatrists, Academy of Medicine, Singapore. Dr Fung has co-authored over 200 peer reviewed research papers, books and book chapters. Dr Fung has actively been involved in developing telepsychiatry in Singapore and has also developed a number of digital mental health solutions in the last 10 years including a patented novel treatment for ADHD. |

A/Prof Gan Wee Hoe A/Prof Gan Wee Hoe is the CEO of SingHealth Community Hospitals. He sits on several MOH and MOM specialist working groups, co-chairs the Workplace Health Committee under the National Workplace Safety and Health Council, and is appointed to Singapore’s Multi-Agency Workplace Safety and Health Taskforce. A/Prof Gan is also the president of the College of Public Health and Occupational Physicians, Academy of Medicine Singapore and a member of the Preventive Medicine Residency Advisory Committee. A/Prof Gan pursued the Master of Public Health programme at NUS and graduated with distinction, winning the Tye Cho Yook Gold Medal, the Society of Occupational Medicine Gold Medal and the Richard Gillis Prize. A/Prof Gan is dually accredited in Occupational Medicine and Aviation Medicine. He is also an MOH-accredited severe disability assessor. |

Mr James Tan Mr James Tan is the Chief Executive Officer of TOUCH Community Services. In his current role, Mr Tan leads TOUCH towards fulfilling Vision 2030 - Strong Families, Caring Generations, Enabled Communities. Under his leadership, TOUCH was awarded the Charity Transparency Award 2022, the Special Commendation Award for Clarity of Strategy in the Charity Governance Awards 2017, and the Special Recognition Award (Social Service Sector) under the Kincentric Best Employers Award 2021. Mr Tan currently chairs the Agency for Integrated Care’s Community Care Manpower Committee and is co-chair of ‘Beyond the Label’ Collective. He also serves as a member of the Ministry of Health’s Interagency Taskforce on Mental Health & Well-Being and the National Healthcare Group Population Collective Leadership Council amongst other appointments. |

Dr Loh Yik Hin Dr Loh Yik Hin is a public health physician and the Chief Executive Officer of St Andrew’s Community Hospital. He is also the Chief Operating Officer of St Andrew’s Mission Hospital, and the Director of Health Services for Singapore Anglican Community Services. He currently serves as the Chairman of the Agency for Integrated Care’s MediFund Committee, and is a member of the MOH National One-Rehab Steering Committee and MOH Health IT Steering Committee. He was also a member of the ElderShield Review Committee. |

Mr Steve Tan Peng Hoe Mr Steve Tan is the Division Director of NTUC's Membership Services Division, and concurrently the Executive Secretary of the Union of Security Employees (USE), an affiliated union of the National Trades Union Congress. As Division Director for Membership Services, Mr Tan drives the acquisition, engagement and retention strategies for NTUC and its affiliated unions, which collectively represent 1.13 million members as at 2022. As Executive Secretary of USE, Mr Tan with his union leaders, look at improving the wages, welfare and work prospects of security officers in Singapore. Mr Tan was awarded the Public Service Medal in 2020. |

Ms Terina Tan Ms Terina Tan is the Head of the Social Work Department in NUH. She has been a Medical Social Worker in NUH for the past 16 years. In the course of clinical practice, she has worked in the areas of oncology, HIV, community care, and palliative care. Aside from clinical practice, she has also been involved in education through channels such as MSW Chapter Training and the Lien Centre Palliative Care Course for Social Workers. She is also serving on various Committees including Assisi Hospice’s Programme and Services Committee and Ethics Committee and Singapore Heart Foundation’s Heart Support Fund Committee. |

A/Prof Yusuf Ali A/Prof Yusuf Ali is an Associate Professor of Metabolic Disease at the Lee Kong Chian School of Medicine, NTU Singapore. A/Prof Ali specialises in research on chronic diseases such as diabetes, and also dedicates time to teaching medical students. He has been an active volunteer for the last 15 years, and is currently the Vice-Chairman of the Bedok Citizens' Consultative Committee and Community Development Welfare Fund. He was also a member of the ElderShield Review Committee. |

Ms Lai Wei Lin Ms Lai Wei Lin is the Permanent Secretary (Policy & Development) in the Ministry of Health. She oversees healthcare policies and development, to improve health outcomes for Singaporeans. A key area of her work is healthcare finance, to ensure affordable healthcare for Singaporeans and sustainability for the healthcare system. Ms Lai also chairs the Ministry of Health Holdings (MOHH). MOHH is the holding company for the public healthcare clusters in Singapore, which delivers a range of healthcare services in close coordination with the community care sector. MOHH also provides shared services for the healthcare ecosystem, in areas such as HR and leadership, finance, IT services and infrastructure. Ms Lai has a range of public sector experience, having served in the Ministry of Finance, Ministry of Transport, Ministry of Law, Ministry of Education and other public sector agencies. Ms Lai was awarded the Eisenhower Fellowship in 2018. |
